Bernard Sinclair-Desgagné (PhD, Yale) holds the Chair of International Economy and Governance at HEC Montreal and used to teach at "l'INSEAD" and at "l'École polytechnique". In 2004, his peers elected him Fellow of the European Economic Association. Since August 2008, he serves on the Commission de l'éthique de la science et de la technologie du Québec.
